Jay is an USC Alumni and is a licensed Professional Engineer and USGBC LEED Accredited Professional with over a decade of commissioning experience across Southern California. As co-founder of Southern California Commissioning, he built the company on a simple idea: that commissioning agents should be partners in the construction process, not obstacles. Jay brings a thorough technical background to every project alongside a straightforward, problem-solving approach that contractors and project teams genuinely appreciate.
ALLAN PHUA LEED
Green Associate
Allan co-founded Southern California Commissioning with a focus on building relationships that make complex projects run smoothly. A LEED Green Associate, Allan brings hands-on experience in MEP and landscape commissioning alongside a clear, practical approach to problem-solving. He's known for his straightforward communication and his ability to work with contractors and trades to get issues resolved—the kind of commissioning professional teams are glad to have on their side.
ETHAN SHIN
P.E., HFDP, LEED AP BD+C
Ethan is a licensed Professional Engineer, LEED Accredited Professional in Building Design and Construction, and a Healthcare Facility Design Professional (HFDP) — a specialized credential that reflects expertise in the mechanical and environmental demands of healthcare settings, one of the most technically complex and heavily regulated building types in the industry. Ethan leads commissioning field work across a broad range of project types — from commercial and institutional buildings to healthcare facilities. His mechanical engineering background means he understands how systems are designed to behave, which makes him especially effective at identifying when they don't. Ethan brings both technical depth and a straightforward, get-it-done approach to every project.
